Ghoulish Tim Burton horror based on the legend of a headless horseman stalking the inhabitants of a remote town. A New York police constable is sent upstate to investigate a series of mysterious beheadings but meets resistance to his modern means of investigation from the locals. Initially, he is convinced that the culprit must be an ordinary mortal, but it soon appears otherwise, as one victim after another is struck down.
